Workers put up a billboard near O’Russei market in Phnom Penh earlier this month. The Ministry of Labour and Vocational Training introduced four separate prakas, or edicts, in March, setting standards for worker safety on construction sites. The prakas dealt with areas such as working conditions, sanitation and waste disposal.
