MALAYSIAN firm Leader Universal Holdings announced it has contracted Beijing-based Huadian Engineering Company to build a 100-megawatt Sihanoukville coal power plant due by 2012. Huadian is a major producer of electricity in China, controlling 23,718 megawatts capacity in the country as of July. The Sihanoukville plant is 80-percent owned by Leader’s Cambodian subsidiary, with the remainder held by Cambodian International Investment Development Group. Leader is pursuing a separate proposal to build a 700-megawatt coal plant in Sihanoukville by 2015.
