Save the Children is the leading independent organization creating lasting change in the lives of children, working in more than 120 countries, including Cambodia. The project “Improved protection for children in conflict with the law” granted by European Commission and Save the Children Norway which is implementing by its local partner- Legal Aid of Cambodia (LAC) at BanteayMeanchey and Siem Reap provinces from January 2011 to December 2013.
Save the Children is looking for a qualified and motivated Consultant for project final evaluation. The final evaluation shall include desk review and field work using quantitative and qualitative methods and participatory approaches, including observations and interview with individuals and different groups of stakeholders and children. The overall specific objectives are:
. Assess the efficiency and effectiveness of the project, reviewing achievements against planned objectives and outputs
. Assess the direct management of the project activities by LAC and the indirect management and technical support role by SCI, including analysis of levels of understanding and capacity, challenges and lessons learnt
. Assess the intended and unintended Impact of the project, using Save the Children’s Theory of Change
. Assess the relevance of the project model for a potential next phase of the programme, developing key recommendations
Scope of work
The Consultant shall deliver, raw data (hard and soft copy) from data collection, a draft Report, a workshop in Phnom Penh for feedback and discussion of the main findings and recommendations from the draft evaluation report (to feed into the final report) and final evaluation report.
The time frame and schedule is 20 working days (start from week 2 of October 2013).
