Administration Manager for the Analytic Unit for the Agriculture Sector under SNEC
(12 months, renewable contract)
The Royal Government of Cambodia has received financing in the form of a loan from the International Fund for Agricultural Development and a grant from the Adaptation for Smallholder Agriculture Programme Trust Fund to support implementation of its Agriculture Services Programme for Innovation, Resilience and Extension (ASPIRE). Including Government funding, in total programme costs are forecast at USD 52.5 million over a seven-year implementation period. The lead Executing Agency for ASPIRE is the Ministry of Agriculture, Forestry and Fisheries. Supreme National Economic Council (SNEC) has established its Analytic Unit for the Agriculture Sector within the structure of ASPIRE. Therefore, SNEC requires services of a qualified and experienced Administration Manager to provide assistant to the Analytic Unit for the Agriculture Sector Programme Manager and Programme Director.
A. Scope of Work
The Administration Manager will be responsible for the following administrative tasks:
a. Assist the Project in implementing the administrative task (correspondent letter out) to all related Government Agencies and donor;
b. Ensure that hard and soft copy records of project documents are filed and in good order and retrieve stored documents as required;
c. Make logistical arrangements for meetings, workshops and other events;
d. Maintain the inventory of the project;
e. Assist the Project in the procurement process such as distributing/receiving bidding documents/proposals, prepare for bid opening process, bids/proposals evaluation (evaluation report and evaluation minutes) and keeping all documents as required by the project;
f. Assist the Project to prepare a Procurement Plan for procurement actions to be undertaken;
g. Assist the Project to ensure that procurement actions in the approved Procurement Plan are carried out in a timely and transparent manner and in compliance with applicable procurement procedures;
h. Liaise with ASPIRE Executing Agency (EA) and all Implementing Agencies (IAs);
i. Assist the Project to develop the capacity building to SNEC counterpart staff in providing training of related administration and procurement issues;
j. Assist the Project to prepare quarterly, six-month and annual physical and administration and procurement progress reports; and
k. Carry out other tasks assigned by the Program Manager and Program Director.
B. Qualifications and Experience Requirements
The Administration Manager shall have the following qualifications:
a. Graduate degree (post-graduate will be an advantage) and a minimum of five years’ experience in office administration or closely related fields;
b. Substantial previous experience in office administration projects financed by external development assistance (e.g. World Bank, ADB and IFAD) and familiarity with the Standard Operating Procedures of MEF will be strongly preferred;
c. High level of computer literacy including familiarity with Microsoft Word and Excel;
d. Good level of spoken and written English; and
e. Be a Cambodian citizen.
