The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned enterprise and is supporting the German Government in achieving its objectives in the field of international cooperation for sustainable development.

The Regional Fit for School Program is a joint three-year research and development initiative led by SEAMEO INNOTECH and GIZ that aims to adapt the Fit for School model to the local conditions in Cambodia, Indonesia and Lao PDR and develop an implementation template for scale up. In Cambodia, the program is being implemented in collaboration with the School Health Department of the Ministry of Education, Youth and Sportin ten model schools in 9 district/provinces, reaching 7,564 children.

An aspect of the program is to support government partners to develop a sustainable financing model for procurement of necessary materials (soap, toothpaste and  toothbrushes) and other program expenses, like support to schools for construction of washing materials, regular budget for meetings, orientations and monitoring. In the long run government partners (MoEYS) will have to procure these materials to guarantee sustainable program implementation, not just for the pilot schools, after the GIZ program ends. In preparation of this long-term goal,an analysis on different possible financing mechanisms is needed.

Desired Qualification of the Contracted Agent:
• Experience with public financing mechanisms
• Experiences working with MoES
• Experiences with SWAPs/Basket funding, Program based approaches
• Experiences with financing mechanisms outside government funding (donors, IOs, NGOs, private funding)
• Excellent communication and writing skills (English andKhmer)
• Completed college education, minimum of 5 years of working experiences

The consultancy requires eight working hours per day. The consultant is expected to complete the deliverables under this TOR for 20 days during a period between June and  August 2014.
