The Cambodian-German bilateral cooperation focuses on "Social Protection in Health for the poor and vulnerable" by supporting the efforts of the Royal Government of Cambodia to further develop a health system that provides universal access to an essential package of quality health services. The bilateral programme focuses on non-communicable diseases, maternal and child health and has a particular focus on supporting access to quality health services for persons with disabilities, whereas communicable diseases are supported by means of vertical initiatives, in particular the Global Fund.
Germany is a strong proponent of the global development effectiveness agenda. In order to enhance coordination and alignment of Cambodian-German cooperation and to facilitate coordination between bilateral and multilateral approaches, GIZ is looking for a consultant with a profound background in the Cambodian health sector.
Description of Services
The Consultant will support the Ministry of Health and the German Embassy, responsible for coordinating and steering health issues in the following areas of work:
• Organizational as well as analytical support in preparing and following-up on the various coordination meetings, in particular the Cambodian-German Steering Committee for bilateral cooperation, the Technical Working Group Health as well as the Cambodian Country Coordinating Committee (CCC) of Global Fund to Fight Aids, Tuberculosis and Malaria (GFATM);
• Coordinate and liase between bilateral and multilateral coordination forums and facilitate dialogue and exchange;
• Organizational and analytical support in preparing and following-up on government to government consultations and negotiations with a view to the focal area health;
• Preparing and updating information on the Cambodian-German cooperation in the focal area health.
The consultancy requires eight working hours per day. The consultant is expected to complete the deliverables for up to 180 days during the period from 1st of September 2014 to31st of August 2015.
