About the Job
♦  Position Title : Deputy Head of Human Resources ♦  Closing Date : 20-March-2015 ♦  Report to      : Head of Human Resources ♦  Location       : Phnom Penh
The Deputy Head of Risk Management and Compliance is a key player in developing and preparing strategic plan for department and risk management and compliance strategy in order to protect the safeguard of institutional assets. He/she manages three units in Risk Management and Compliance Department and also leads in providing support to other departments in identifying specific potential risk and providing risk mitigation solutions by balancing between risk and commercial strategy.
Duties & Responsibilities ♦ Develop strategic plan for Recruitment and Selection, Staff Capacity Development and Personnel Administration Units to ensure it is aligned with HR Business plan and Amret strategy; ♦ Lead and review regularly all related policies, processes, procedures development and implementation to ensure that these are properly delivered and response to the real  need of relevant stakeholders, and comply with regulatory requirements; ♦ Conduct regulare research a wide variety of human resources (Recruitmnet and Selection, Staff Capacity Development and Personnel Administration unit) management concepts and practice and then make an appropriate recommendations for changing in order to increase department scope to support the short and long term plan of the organization; ♦ Lead the functions and team under the supervision to ensure that a culture of continuous improvement and customer service is embedded to be aligned with high performing organization and to ensure professional HR services are being deliverred and responded to the real need of stakeholder timely and effectively; ♦ Prepare monthly reports to Head of HR on the current state of assigned functional areas, including prioritized recommendation for needed improvement; and ♦ Actively participate and contribute the idea to the department managment in order to resolve staff issues, prepare department plan and strategy, increase service delivery, and adapt new change related HRM.
Job Requirements Essential: ♦ Master's degree in business administration or related fields; ♦ Minimum 5 years' experience in human resources; including 3 years' experience in managerial position from MFIs or Banking industry; ♦ Experience in setting and managing strategic plan for the team in order to to be aligned with high performing culture; ♦ Having strong leadership skills to manage big team and experience in recruitment, staff capacity building and personnel administration management would be a plus; and ♦ This position requires frequent travel to support business operations at provinces.
Competency required: ♦ Advanced in managing performance and development, and strategic planning and resources management; ♦ Proficient in customer service orientation, analytical thinking; initiative, achievement orientation, organizational commitment, functional and professional knowledge, policy and procedure, developing others, and conceptual thinking; and ♦ Basic in change leadership.
