Cardno Emerging Markets supports the implementation of the Cambodia Agricultural Value Chain Program Phase II (CAVACII) on behalf of the Australian Government (DFAT).


CAVACII has the purpose of increasing the productivity and incomes of small farmers and trade in milled rice and other crops by strengthening market systems and investing in irrigation infrastructure.


CAVACII will contribute to the achievement of the following two goals: improved incomes for smallholder farmers; and increased trade in milled rice and other crops.


CAVACII is now recruiting for a Deputy Team Leader. We are looking for a highly motivated and pro-active person with the ability to drive complex projects and an intimate knowledge of the agriculture sector in Cambodia, including its respective agencies. You must be highly experienced in effective coordination and team management, and have an excellent record in writing, developing, and delivering complex multi-disciplinary reports and policy documents. You must be fluent in Khmer and English.


The objectives of this role are to:

> Lead in all matters relating to the Strategic Coordination Unit component of CAVACII and provide strategic policy advice to the Program and to DFAT as required.

> Provide quality assurance of the operational and technical aspects of CAVACII, ensuring the delivery and quality of technical outputs (reports).

> Ensure work plan indicators are achieved, in close coordination with the Team Leader and technical leads of each Component.
