Finance, Grants and Admin Manager

The Asia Foundation’s Cambodia office is seeking an exceptional individual with strong finance, grants, and administration experience to fill the position of Finance, Grants and Admin Manager. The person selected will be responsible for overseeing the finance, grants and admin departments of the office, including leading effective and efficient day-to-day operations, ensuring compliance with policies and procedures of the Foundation and its donors, and providing strategic financial analysis for senior management. The position requires a high level of technical knowledge and skills in finance, accounting, grant management, program budgeting, and financial reporting to donors, as well as excellent interpersonal and management skills.
The FGAM will oversee the following key functions: ♦ Cash Management: ensure operational funds are maintained and safeguarded. ♦ Budget Management: prepare, manage and monitor country and program budgets to ensure compliance and timely reporting. ♦ Accounting and Finance: Accounting system and mechanism are functioning to ensure accurate, complete, up to date and timely recording of all expenses, fund receipts and accounting adjustments in regard to all TAF policies and donor’s requirements to support financial/budget monitoring objectives and effective financial decision making. ♦ Sub-award Management: Maintain and improve a well-functioning subaward administration system and mechanism that provides assurance for successful subaward programs deemed to depend on identification and selection of subawardees with appropriate contracting instruments and risk-based monitoring procedures (including due diligence, training and support). ♦ Administration: Provide leadership for operational, administrative and logistical functions in the office including leases, office security, vehicle, cleaning, procurement, supplies, IT services, asset inventory, event organizing, maintenance, pouch, staff insurance and medical claim, reception, as well as registration with the government and other MOUs. ♦ Human Resources: Office HR functions including recruitment, retention, performance review, salary and benefit review and separation.
Education Requirements: ♦ Bachelor’s degree in accounting, business, or management. ♦ Accounting certifications preferred; CPA license desired.
Other Requirements: ♦ Ability to provide strategic financial analysis to senior management to inform decision making. ♦ Demonstrated integrity and innovation in executing similar responsibilities. ♦ Ability to work independently and multi-task and meet deadlines. ♦ Demonstrated competence in working with international and local counterparts. ♦ Fluency in written and spoken English and Khmer. ♦ Excellent interpersonal skills. ♦ Ability to safeguard confidential information. ♦ Strong computer skills required, including QuickBooks; MS Word and Excel.
