Credit Bureau (Cambodia) Co. Ltd. "CBC" is the leading provider of information, analytical tools and credit reporting services to banks, microfinances, leasing companies, credit operators and consumers in the Kingdom of Cambodia. CBC promotes greater financial stability by providing accurate real time data to consumers and industry that helps control the financial aspects of the business. CBC is seeking qualified Cambodian nationals to fill up the position below based in Phnom Penh.

Position: Head of IT

Report to: Chief Executive Officer

Duties and Responsibilities
1. IT Strategy
• To develop and implement appropriate strategy(ies) to ensure smooth operations of the CBC systems
• To continually improve on professional work practices and processes, strategies, tools and techniques to boost work productivity and effectiveness

2. IT Operations
• To ensure that all operations services are running without faults
• To monitor the CBC server machines regarding to its allocations, utilisations and availabilities
• To monitor all reports submitted and event logs as if required to identify any potential issues or system risks
• To schedule off-time service maintenance
• To ensure the core system(s) have operational and effective disaster recoveries
• To effectively and efficiently manage the data center in CBC Head Office concerning servers updates, antivirus software and updates
• To manage and monitor all connected devices (e.g. laptops, mobile phones, tablets) and adhere to IT security and policies
• To control the email server and Domain Users, concerning email delivery status, failure status, reviews and/or creations of all user accounts, email distribution lists

3. Networks and Security Management
• To manage the connections between the CBCHO to all CBC Servers to ensure IT security is maintained
• To effectively and efficiently monitor and propose upgrades on/to DNS, switches, routers, firewalls and internet connections to make sure all the networks are secured and operational
• To perform, monitor and plan in aspect of systems security and capacity

• To review if the backups have been successfully performed as scheduled and to identify the failures as if it occurs.
• To keep up the documentations up-to-date of all systems configurations and equipment and ensure it is securely stored and retrievable
• To review existing IT policies and to propose or to amend based on potential and estimated risks the IT policies to ensure the maximum security in IT aspect

4. Software Development and Maintenance
• To internally and externally monitor all supported and monitoring software to make sure it functions well and properly
• To review all existing software and to propose alternatives, subject to software compliance
• Internal process in place to allow high quality and timely delivery to occur that is fit for purpose, and meets agreed technical requirement

5. Vendors Management
• To maintain professional contacts with outsourced companies, equipment and software manufacturers and suppliers
• To be the focal contact point in regard to communication and to make sure smooth cooperation amongst vendors and/or to the CBC

Qualification Requirements
• Tertiary qualification in IT or/and in other appropriate discipline
• In-depth knowledge of MIS and experience in large and medium scale system development environment
• Experience in differing application development products and tools
• Leadership, communication and interpersonal skills
• Ability to think analytically
• Knowledge of IBM DB2 database system
• Excellent technical communications skill
