SAMIC PLC, the Micro Finance Institution, (former CHC Limited)is a PublicLimited Company with multinational shareholders. The company was transformed from the Credit Program of Cambodian Health Committee (CHC), an NGO established in March 1994. The core services of the company are providing financial services to low income and rural poor households in the target areas within the country of Cambodia.

Due to our expansion and progress, we are now looking for qualified applicants to fill in some vacant positions as follows:

1- Head of Risk Department (1 position based in Phnom Penh with frequently travel to provinces).
2- Head of Audit Department (1 position based in Phnom Penh with frequent travel to province)

Head of Risk Department
Job responsibilities:
• Design, implement and maintain an overall risk management process and procedures;
• Establish risk manuals and maintain relevant documentations for audit and inspection;
• Manage the process of identifying and assessing the risks affecting the business of SAMIC;
• Oversee and implement the plans of risk control, including but not limited to business continuity plans, compliance with regulations of NBC and liaise with other regulators;
• Monitor developments in the regulatory framework and proactively adapt risk management process and procedure whenever necessary;
• Organize appropriate internal and external risk reporting;
• Guide the valuing of assets in SAMIC‘s portfolio including impairments, loss given default, and probability of default, and present these for approval as part of the Risk Committee;
• Provide training on risk management issue to senior management and staff;
• Establish limits within investment targets set by Board of Director or Investment Committee;
• Ensure that risk profiles previously disclosed to fund investors are consistent with internally set limits;
• Monitor compliance with risk limits set and report unfavorable deviations following the company’s internal procedures and the regulatory procedures on such matters;
• Perform other audit tasks as may be assigned by the CEO and/or Risk Committees.

Job Requirements:
• Master degree or equivalent in management or the related field;
• Organizing and Planning skills;
• Experience with MFI or bank in the similar position will be an advantage;
• Excellent communication and presentation skills;
• Excellent written and spoken English;
• At least 3 years of experience in the professional skill;

Head of Audit Department
Job responsibilities:
• Manage all activities of the internal audit department including staff , assets, budget, audit schedule, providing adviceand motivation to staff to improve efficiency and effectiveness;
• Plan and direct the program of audit schedules. This includes a program of long and short term plans for the conduct ofaudits, develop and review of the audit plan, implement the audit schedule and monitor the audit outcome. This programis endorsed by the Audit Committee or Chief Executive Officer (CEO). Follow up and strongly monitor it.
• Train and develop new Internal Auditors until they are capable of handling their job roles;
• Evaluate performance of Senior Internal Auditor and Internal Audit Officers on a semi-annual and annual basis;
• Review management systems to ensure compliance with requirements of policies, plans, procedures, and applicablelaws and regulations to determine whether the systems are adequate, proper, effective and efficient;
• Review and appraise the soundness, adequacy and application of accounting, financial and operational controls forevery branch being audited;
• Examine the control procedures to determine their adequacy and propriety by referring to policies and procedures asset and approved by the Board of Directors and Management;
• Work and cooperate closely with external auditors, rating agencies or others to ensure institutional risks are mitigated;
• Conduct field monitoring and mentoring to the Senior Auditor and Internal Auditors once a month;
• Review the audit reports of district branches including audit ratings;
• Conduct audits to ensure operations are being implemented in accordance with established standards and within therequired time frame, budget and scope parameters;
• Conduct special audits if there is a request from management or the Audit Committee;
• Verify the reliability and integrity of information using analysis of primary reports such as financial statements;
• Perform other audit tasks as may be assigned by the CEO and/or Audit Committees.
