Job Title: Consultancy to support development of Cambodian Youth Development Index (CYDI) Duty Station: UNFPA Phnom Penh Contract Type: Individual Consultant (International) Deadline: 17 March 2017 (4 PM Local Time)
The International Consultant will work with the Ministry of Education, Youth and Sports (Directorate General for Youth) and UNFPA Cambodia has the role to lead, advise and support the whole CYDI process, with support of a national consultant, and produce a high quality report on CYDI for Cambodian context that align to global and regional YDI.
Specific Tasks: ♦ Present conceptual and theoretical framework of Youth Development Index from global and/or regional levels to stakeholders in Cambodia. ♦ Provide technical advice in consultative meetings with national stakeholders on data availability and quality and select indicators for CYDI . ♦ Provide technical inputs, particularly within the Cambodian context, for the indicators that should be included in CYDI in accordance with the international, regional and national commitments. ♦ Develop guidelines (including tools, methods and timelines) to be utilised for development of CYDI (including analysing the existing data and/or data collection) and to design disaggregated data reporting format (tools) at least by age and sex as required in the reporting instrument of YDI. ♦ Produce report on CYDI to be in line with the YDI report at global and regional levels, and taking into account the experiences of YDI development from other countries.
Requirements: ♦ An advanced degree (Ph.D preferred) in demography and population studies, social sciences, statistics, human rights, gender and youth development studies or any other relevant area. ♦ Proven five year experience in research and developing statistical tools, indices, indicators and M&E. ♦ Extensive previous experience of statistical data collection, analysis, manipulation and presentation using statistical software. ♦ Experience in developing similar YDI is strongly preferred. ♦ Familiarity working with government institutions and young people is an advantage. ♦ Excellent analytical, communication and writing skills in English. ♦ Availability to work throughout the assignment.
