Job Announcement

NPA is a humanitarian aid organization established in 1939 by the Norwegian Confederation of Trade Unions. NPA is currently present in over 30 countries. 1 activities in Cambodia in 1992 providing de-mining assistance to the Cambodian Mine Action Center (CMAC) in order to prepare for resettlement of refugees returning from the border camps in Thailand.

Since 2004, NPA South East Asia has changed its strategies from direct service delivery to a rights-based approach building on partnership framework; it is a two-way cooperation and sharing of complementary resources to achieve the mission of local organizations engaged in activities promoting mobilization and progressive changes in the Country.

NPA Office in Cambodia is seeking qualified Cambodian national applicants for the position of Information Management (IM) Project Manager (one person) based in Phnom Penh with travel to provinces.

Main Responsibilities
• The IM Project Manager shall seek guidance from the NPA Regional IM Advisor (RIMA) and NPA HO HD, report to PM and act as the focal point for NPA IM activities in Cambodia.

Requirements and Qualifications
• At least 3 years practical experience in technical concepts, good coordination and project management in Mine Action Sectors in Cambodia.
• Excellent knowledge of National and International Mine Action Standards and Guidelines
• Ability to work with national authority and operators
• Support to CMAA and CMAC DBU
• Ability to work under pressure
• Maintain and strictly follow up a schedule of the updated data-set within NPA program
• Initiate and participate in the development of effective information management guidelines, processes and procedures
• Ability to coordinate with multi-partnerships projects
• Solid knowledge of topography and map drawing, professional handling of compass, GPS, GIS, Google Earth, and other applicable tools to support mapping, SharePoint, Email management and server management
• Familiarity with IMSMA (Information Management System for Mine Action ) system, and other database tools
• Proactive approach to problem solving
• Must be able to write reports of project, training plans and training schedules
• Open to new ideas, open to cooperation and liaison with other NPA partnership projects
• Good team spirit with collective ideas
• Well organized, proactive, flexible and trustworthy
• Master or Bachelor degree in IT and relevant.
• Good at IT skill with providing solutions to help end users

• Maintain good coordination with national and local authority for mine action
• Negotiation, diplomatic and representation skills.
• Proven Training and management ability.
• Ability to work autonomously as well as in a team.
• Aptitude to work in a multi-cultural environment.
• Ability to deal with multi-partnerships projects
• Proactive approach to problem solving
• Build good relationship with other NPA partnership projects
• Well organized, proactive, flexible and trustworthy

Other Skills
• Good English oral and written expression.
• Familiarity with standard office software programmers.
• Driver’s license and be able to travel a lot
• Applicable map applications and IT skills
