Job Title: International consultancy to produce Mid-Term Review Report of the 2014-2018 National Strategic Development Plan implementation Duty Station: UNFPA Phnom Penh Contract type: Individual Consultant Deadline: 29 February 2016 (4 PM Local Time)
Objective of assignment: ♦ To produce a report on the implementation of NSDP 2014-2018 for the half period (2014-2016) with substantial conclusions on the effectiveness of the NSDP implementation of the Plan; ♦ To make informed and logical decisions on the revisions or changes required in the design, management and implementation of the NSDP during the remaining second half period (2017-2018); and ♦ To make recommendations for possible future involvement of non-state entities (i.e., CSO & public - private partnership) in the implementation of the NSDP in the second half period.
Requirements: ♦ Post-graduate degree in a field related to socio-economic development planning; ♦ At least 15 years work experience in development planning at the national, local or sectoral levels, at a senior level, along with substantial experience in managing development cooperation programmes; ♦ Experience with Poverty Reduction Strategy (PRS)-type processes with a focus on ownership, participation and capacity development, is desirable; ♦ Familiarity with evidence-based, poverty mitigation-focused policy formulation and planning processes; ♦ Ability to design capacity development programs and provide mentoring support; ♦ Ability to work independently in a cross-cultural environment, and demonstrated capacity to build strong relationships with local counterparts and donor agencies; ♦ High level communication, negotiation and coordination skills and ability to write analytical, clear and concise reports; ♦ Previous working experience in Cambodia or the Greater Mekong sub-region would be an advantage;
