The Royal Government of Cambodia has received financing in the form of a loan (USD26.1 million) from the international Fund for Agricultural Development, a grant (USD15 million) from the Adaptation for Smallholder Agriculture Programme Trust Fund, and Government funding (USD11.4 million) from the Ministry of Economy and Finance, for the Ministry of Agriculture, Forestry and Fisheries (MAFF) to implement a seven-year Agriculture Services Programme for Innovation, Resilience and Extension (ASPIRE) across five provinces: Kampong Chhnang, Pursat, Battambong, Preah Vihearand Kratie.
ASPIRE envisions to help productive poor people and vulnerable smallholder farmers in rural parts of Cambodia to increase profitability, and resilient farm business through evidence-based policy development; capacity development for extension services; improved extension services; and infrastructure to support climate-resilient agriculture.
In preparing for the implementation of ASPIRE, MAFF has approached UNOPS to request HR support services to ensure the identification of qualified and competent key project personnel, in a timely and cost-effective manner. With HR support from UNOPS, ASPIRE is urgently seeking qualified and experienced consultants to fill the following positions:

Generic Requirements: • University degree in related field(s); such as agriculture, development studies, community development, management, etc.; • At least 6 years of related experience; • Previous experience in agricultural project/programme operations; • Previous successful involvement with government entities, NGOs & civil society; • Strong command of spoken and written Khmer and English; • Excellent computer skills; and • Demonstrated cultural sensitivity and commitment to community development.
