SOFRECO launches a recruitment of international and Cambodian consultants for the Rice Commercialization Sector Development Programme, funded by the Asian Development Bank. The project aims to install and manages the Programme Implementation Unit (PIU). It should last 6 years, starting from July 2014.
Most of the fields of responsibility are offering two positions: one for an international consultant, the other one for a national. The searched profiles as well as the duration of the inputs (pm = working month) are described below.
Team Leader - Business Development and Commercialization Specialists (32 pm international and 63 pm national)
■ At least 15 years’ (international) / 10 years’ (national) experience in management roles in modern rice value chains, and with proven project management skills
■ Comprehensive understanding of the commercial operations of the rice value chain in the region, including production, trading, storage and milling technology, distribution and
■ Understanding of methods for supporting business development among farmer groups
■ Tertiary qualifications from an established and recognized institution in the field of agriculture, rural development, business management or agricultural marketing or a related field
■ Familiar with internationally funded development projects with at least 5 years’ experience as a project manager
■ Familiarity with the financial, reporting requirements and procurement procedures required by international financing organizations
■ At least 10 years’ experience in the management roles in agricultural value chain development projects
Rural Infrastructure Engineer / Hydrologist (18 pm international and 55 pm national)
■ Degree in civil engineering or the equivalent from a recognized institution
■ More than 10 years’ work experience in design, construction supervision and/or construction management work on rural infrastructure projects
■ At least 5 years on irrigation or other water resource infrastructure
■ At least 3 years each of design and construction supervision experience would be an advantage
Seed Certification Specialist (9 pm international and 12 pm national)
■ University qualifications from a recognized institution in agricultural science or related field
■ 10 years in the seed industry in Cambodia, preferably in dealing with the development of rice seed
■ Familiarity with the proprietary rights of seed developers and with commercial multiplication of seed material
■ Experience with the development of certification systems and the operationalization of institutions charged with responsibility for this function
■ Familiarity with the international quality certification systems available
Extension Specialist (8 pm international)
■ University qualifications from a recognized institution in agricultural science or related field
■ Working experience in agricultural extension, preferably in dealing with the development of rice production systems
■ Familiar with the various models used in the provision of technical support services to farmers and farmer groups
■ Experience with rice agronomy and also in extension methodologies/schemes as well as with related institutions
Land-use planning/GIS Specialist (8pm international and 42 pm national)
■ Post graduate qualification in GIS or equivalent from a recognized university
■ Working experience in the areas of land-use planning and zoning, agro-ecosystem analysis (AEA), mapping of rice ecosystems and soil classification
■ Considerable experience in GIS for land resource management
■ Familiarity with the Cambodian Commune Land-use Planning (CLUP)
■ Demonstrated capacity to train national staff in Remote Sensing and GIS concepts and methodologies (including awareness raising and dissemination)
MIS/Database Specialist (5 pm international and 16 pm national)
■ Post graduate qualification in management information systems or related database development
■ Management qualifications from a recognized institution
■ Working experience in the management information systems including web-based database development, maintenance and operation
■ Experience in the development and operation of Farming System Management Information Systems (FSMIS) and CLUP database
■ Demonstrated capacity to train national staff in MIS/Database concepts and methodologies (including awareness raising and dissemination)
Financing Specialist (5 pm international and 15 pm national)
■ University qualifications in banking and finance
■ Solid background in agricultural business development and financing
■ Hands-on experience with agricultural banking/financing activities
■ Experience in supporting the development of training materials for financial management training
Gender and Social Specialist (8 pm international and 24 pm national)
■ University qualifications in a relevant social science from a recognized institution
■ Experience relevant with gender issues in rural development
■ Familiar with ADB and the Government’s Gender, Indigenous Peoples and Social Development policies, plans and strategies, and contemporary development issues
■ Experience in implementation, monitoring and reporting for gender action plan (GAP)
Environment and Climate Change Specialist (12 pm international and 27 pm national)
■ University qualifications in environmental science or natural resource management or the equivalent from a recognized institution
■ Experience working in the field of environmental management, including climate change adaptation and mitigation
■ Considerable experience in environmental monitoring
■ Familiar with the laws of Cambodia associated with the environment
■ Experience as an environmentalist in projects, preferably related to infrastructure development and climate change adaptation and mitigation options
Procurement Specialists (36 pm international and 36 pm national)
■ University qualifications in business administration, commerce or related fields from a recognized institution
■ Experience in procurement, preparation of tender and contract documents, evaluation of bids, and contracts management on projects financed by ADB
■ Familiarity with ADB Procurement Guidelines (2010) and the Guidelines on the Use of Consultants (2010)
Public-Private Partnership Specialist (12 pm international)
■ working experience in formulating and implementing PPP arrangements, preferably in the agro-business industry (especially rice)
■ knowledge in paddy drying and storage and seed drying and storage facilities
■ country level experience with Cambodia agro-industry would be a definite asset.
Policy Development Specialists (8 pm international and 41 pm national)
■ University qualifications in agricultural economics or the equivalent from a recognized institution
■ Considerable working experience in agricultural sector policies, governance, strategies and planning
■ Experience of Cambodia’s agriculture and natural resources sector in high-level policy formulation and execution
■ Specific experience with formulation and/or implementation of policy-based lending (formerly program lending) by international financial institutions
Marketing Specialist (8 pm national)
■ Solid background in agricultural business development and marketing
■ Considerable practical experience in the agro-business trading and marketing, and preferably with rice (product quality, cooperatives, supply contracts, commercialization, millers, pricing)
Community Mobilization Specialist (15 pm national)
■ Background in social and community development
■ Considerable practical experience, preferably with communities in agriculture and rural development
■ Proven experience in supporting subprojects’ beneficiaries for operations and maintenance of infrastructures (irrigation schemes and post-harvest facilities)
■ Training skills related to rural cooperatives leadership and management
Resettlement Specialist (18 pm national)
■ University qualifications from a local institution in social science or a related field
■ Knowledge of Cambodian Regulations and Laws for resettlement
■ Experience in resettlement in Cambodia on internationally financed projects and familiarity with rural development in Cambodia
Provincial Implementation Support Specialist (34 pm national)
■ University qualifications in either agriculture, rural infrastructure or rural sociology from a recognized institution
■ Considerable experience in development work in Cambodia preferably on internationally financed development projects in a management capacity
■ Ability to work independently in a leadership role as well as familiarity with government planning and local government institutions
■ Able to lead and motivate local staff
For all above positions, fluency in English is required; as well as experience within internationally-funded development projects and geographical experience in Cambodia and South-East Asia.
