RECRUITMENT OF TECHNICAL SUPPORT STAFF

The Fisheries sub-sector Component of the Programme on “Promotion of inclusive and sustainable growth in the Agricultural Sector: Fisheries and Livestock” is seeking for 5 positions of Technical Support Staff.
This is an European Union funded programme executed by the Ministry of Agriculture, Forestry and Fisheries. The Fisheries sub-sector Component is managed by the Fisheries Administration, # 186, Preah Norodom Blvd, Sangkat Tonle Basac, Khan Chamcar Mon, Phnom Penh, Cambodia.

JOB DESCRIPTIONS

1 Senior Component Management Specialist, reference FiA-SCMS
Main tasks
The SCMS will work closely with the Imprest Administrator, the Imprest Accounting Officer, the Global Technical Assistant team, and will provide an overall guidance and coordination to the seconded RGC support staff as outlined in the approved programme documents.

Qualifications and skills:
- At least postgraduate in programme or organizational management, agriculture, planning, administration, monitoring, economics, finance and development management and/or other related field;
- A minimum of 10 years experience in management tasks;
- Familiar of the context of the Fisheries sector and have 5 years experience working with this sector;
- Experience in organizational and capacity development;
- Experience in strategic planning, programme implementation, M&E, and progress and performance reporting
- Fluent in English (speaking and writing);
- Computer skills, good knowledge of hard and software;
- Good interpersonal and communication skills;
- Have previous experience in donor funded programme;
- Proven ability to work with multicultural environment, team spirit and responsibilities;
- Pro-active, engagement, initiative, reporting skills, systematic thinking and working, quality achievements.

1 Procurement and Contract Specialist (PCS), reference FiA-PCS
Main tasks
The PCS will support the preparation of contracts and procurement of works, supplies, services and grants.

Qualifications and skills:
- Minimum bachelor degree in law, finance, business administration or equivalent;
- A minimum of 5 years of relevant working experience in contract management and procurement in development programmes;
- Experience with EU projects/programmes and/or donor funded programme is a strong advantage;
- Experience in law, procurement, contract and related issues;
- Fluency in Khmer and English (speaking and writing);
- Solid computer skills (word, excel…);
- Proven ability to work with multicultural environment, team spirit and responsibilities;
- Pro-active, engagement, initiative, reporting skills, systematic thinking and working, quality achievements.

1 Finance Specialist (FS), reference FiA-FS
Main tasks
The FS will support the preparation of record of expenditure documents and the implementation of corresponding payments and recoveries after their authorisation by the imprest administrator. This also includes the management for the bookkeeping of these operations.

Qualifications and skills:
- Minimum bachelor degree in finance, accounting or equivalent;
- A minimum of 5 years of relevant working experience in finance and accounting management in development programmes;
- Experience with EU projects/programmes and/or donor funded programme is a strong advantage;
- Experience in the management of accounting software is required;
- Experience in finance and accounting and related issues;
- Fluency in Khmer and English (speaking and writing);
- Solid computer skills (word, excel…);
- Proven ability to work with multicultural environment, team spirit and responsibilities;
- Pro-active, engagement, initiative, reporting skills, systematic thinking and working, quality achievements.

1 Administrative and Logistic Specialist (ALS), reference FiA-ALS
Main tasks
The ALS will support all administrative and logistic functions for a smooth programme implementation and to be able to submit timely EU documentation required after authorisation by the imprest administrator.

Qualifications and skills:
- Minimum bachelor degree in public administration, accounting or equivalent;
- A minimum of 5 years of relevant working experience in administrative work in development programmes;
- Experience with EU projects/programmes and/or donor funded programme is a strong advantage;
- Experience in Human resources management and accounting and related issues;
- Fluency in Khmer and English (speaking and writing);
- Solid computer skills (word, excel…);
- Proven ability to work with multicultural environment, team spirit and responsibilities;
- Pro-active, engagement, initiative, reporting skills, systematic thinking and working, quality achievements.

1 Cleaner (CL), reference FiA-CL
Main tasks
The cleaner will upkeep and cleanliness the office.

Qualifications and skills:
- High School Education;
- A minimum of 2 years experience in cleaner;
- English is preferable (speaking and writing);
- Good interpersonal and communication skill.
