Position: Team Leader for Operations Services
Location: Takeo Province
Closing Date: 04 Mar 2014
General Description
The position was established to oversee the Operations Technical Support Teams (OTSTs), including Finance Officer, Administration Officer, Communications Coordinator, Operational Technical Officer (OTO) for Health, OTO for Education, Operational Monitoring Officer (OMO), and CCC, at the provincial level. The Operations Technical Team Leader ensures that the OTSTs provide services to (4-7) Area Development Programs (ADPs) with quality and in alignment with guideline and policies.

Requirements:
1. Bachelor in Business Administration or urban/rural community development.
2. Minimum of 4 years in leadership and management of multi-sectored community.
3. Sound experience in project and program design, evaluation and report writing.
4. Proven ability to manage, motivate and build capacity of staff.
5. Able to communicate very well in English both verbal and written.
6. Fully able to embrace organizational values and commitment towards the mission of WVC.



Position: Technical Officer for HEA and DRR
Location: Phnom Penh

General Description:
To Support the technical to programs and projects in the Integration of Disaster Risk Reduction (DRR) and Disaster Management (DM) into LEAP products and processes for assessment, design, monitoring, implementation, evaluation and learning. Help Humanitarian Emergency Affairs/Disaster Risk Reduction (HEA/DRR) Manager in particularly on capacity building, documentation and representation on behalf of the HEA/DRR Manager.

Requirements:
1. Bachelor degree in Community Development, Social Science or equivalent.
2. At least 2 years experience in disaster management or community development or programming and with previous experience in Design Monitoring & Evaluation.
3. Effective Communication and Facilitation skills.
4. Knowledge of humanitarian Emergency affairs and DRR.
5. Strong planning & organizational skills, and ability to prioritize multiple tasks
6. Effective speaking and writing with a high standard of English.
7. Computer literate in Microsoft Office, Lotus Notes or similar database, email and Internet.



Position: Advocacy Manager
Location: Phnom Penh
Closing Date: 05 Mar 2014
General Description:
Lead public engagement, policy and other advocacy work in World Vision Cambodia’s ministry which proactively positions the organization on issues affecting poor and powerless children towards generating a positive response from target audiences.

Requirements:
1. Bachelor’s Degree in any of the Social Sciences or Law is required.
2. Five years’ professional experience in managing advocacy activities including research, lobbying, campaign development and implementation required.
3. Strong understanding of public policy, government decision-making, and operations of lobbying networks required to affect change in communities.
4. Excellent verbal and written English communication skills required.
5. Strong negotiation, problem solving, liaison, and networking required.



Position: Senior Manager – ISAF (Social Accountability Framework Initiative)
Location: Phnom Penh
Closing Date: 05 Mar 2014
General Description:
To coordinate the provincial staff to ensure adequate training, funding, facilitation, evaluation and budgeting of social accountability programs in every district in the three target provinces and lead the collaboration with other ISAF actors in Cambodia (including World Bank, NCDD, and NGO actors.

Requirements:
1. Bachelor Degree in Law or other related fields.
2. Five years’ professional experience in managing advocacy activities or community development programs.
3. Demonstrated experience in program management including staff management, financial management, project design and implementation, reporting and analysis.
4. Strong understanding of public policy, government decision-making processes (especially at the sub-national level) and other civil society networks and coalitions.
5. Excellent understanding of advocacy issues in a development context.
6. Excellent communication skills (written and verbal) in both Khmer and English.
