Position: Consultancy Service for Community Saving Mobilization
Location: Phnom Penh

General Description:
The position is aimed to provide technical supports, provide technical training on Community Savings Mobilization to WVC projects and ADPs staff in order them to be able to use those skills for community mobilization. The position is also being expected to provide technical consultation for assessment, design and monitoring (MIS).

Requirements:
1. At least bachelor degree in development and business administration fields or other relevant field
2. Proven track of relevant experience at least 5 years
3. Demonstrate strong interpersonal skills
4. Computer literate; Microsoft Word and Excel
Duration: The duration of the consultancy service is nine months, start from Feb, 2014


Position: Consultancy Service for Local Value Chain Development
Location: Humanitarian and Emergency Affair Program, Phnom Penh
Closing Date: 23 January 2014
General Description:
The position is aimed 1) to work with WVC - EAD technical team to development some training need curriculums for equipping field staff, youths and farmers, 2) To conduct at least 7 Local Value Chain Development Exercises at 7 provinces where WVC is working and 3) To follow up and documentation good case studies.

Requirements:
1. Bachelor or Master degree is required
2. Proven track of relevant experience at least 5 years
3. Good English, both writing and speaking
4. Good analytical skills especially related to Economic Development
5. Demonstrate strong interpersonal skills
6. Computer literate; Microsoft Word and Excel

Position: Programme Evaluation Consultant
Location: Phnom Penh
Closing Date: 24 January 2014

OBJECTIVES OF THE CONSULTANCY
1. To lead a joint evaluation with a team of WVC staff and community representatives to:
2. Assess how suited the programme has been to the priorities of the target group;
3. Examine the progress towards programme goal and outcomes, especially in terms of contribution to child well-being outcomes within the urban context;
4. Identify and document organizational and management enablers and barriers for effective implementation of urban programmes;
5. Assess the potential mechanisms of sustainability of Community Small Groups and key partners in terms of management, capacity and ownership.

KEY RESPONSIBILITIES:
1. Manage an evaluation team of WVC and community representatives to:
   a. Develop the joint evaluation design, including evaluation matrices, data collection and  analysis tools and schedules;
   b. Develop training materials and train data collection teams (ADP staff and community representatives);
   c. Facilitate data analysis;
   d. Facilitate presentation of draft findings to local programme stakeholders.
1. Supervise data collection teams to collect data and troubleshoot collection processes to ensure data quality;
2. Develop clear recommendations and submit a high quality evaluation report with subsections for each ADP in accordance with the joint evaluation Terms of Reference.

EXPERIENCE AND QUALIFICATIONS:
1. A least 4 years experience in leading project/programme evaluations, including:
  - Experience with the sectors of education, water, sanitation and hygiene, health & nutrition, and HIV&AIDS.
  - Demonstrated quantitative (statistical) and qualitative data collection and analysis expertise.
2. Experience of evaluation of urban programmes an advantage.
3. Strong English skills, both verbal and writing.
4. Previous Cambodian experience preferred.
5. Ability to speak Khmer an asset.


Position: Small Business Management Training Consultant
Location: Phnom Penh
Closing Date: 17 January 2014
General Description
To help participants understanding of small business management concepts but are not limited to promoting successful business operation, business competition and marketing including saving and record keeping skills. Trainer will also be required to help participants to reflect on their current business operation, including sharing lesson learnt and best practices among participants.

Requirements:
1. Education background in Marketing, Business management, economic development or other related fields
2. At least three years experience working with community people, especially with illiterate people
3. At least three years of experience in providing training on small business management to community people.
4. Good communication skills and teaching skills, preferably student-centered methodology.
Duration: The duration of the consultancy service contract is only one months, start from mid of February to mid March 14; two trainings and each training will be taken three days long, thus we will conduct one training per in Feb and another in March 14 and the training Base will be confirm later


Position: Baseline Survey Consultant
Location: Phnom Penh

General Description
Cambodians EXCEL was granted by United State Department of Labor (USDoL) to reduce exploitative child labor in fishing, agriculture, and domestic service in Cambodia by implementing a multi-sector approach through direct educational and livelihoods services. The project focuses on strengthening capacity of local and national institutions, policy advocacy, awareness raising, leveraging government, social accountability promoting transparency, engagement of private sector partners, and research to provide reliable data on child labor, especially in the informal sector.
EXCEL is a four-year Child Labor project (2012 – 2016) covering six provinces with strong indications of child labor in agriculture, fishing, and domestic work: Battambang, Siem Reap, Pursat, Kampong Cham, Banteay Meanchey, and Phnom Penh. Improvement of household livelihood and youth employment are part of the first of objective of the project wherein the project will be providing livelihood interventions to 14,000 households and youth employment interventions for 4,300 children.
As such, the project will have to conduct Sustainable Rural Livelihood Analysis (SRLA) in 30 communes of the 3 provinces (Battambang, Banteay Meanchey and Siem Reap) to do/assess the following before the project provides livelihoods improvement to target households.

Requirements:
1. Expertise consultant or effective person of company or organization with expertise and experience of designing and implementing evaluations, baseline and post-line assessments and other baseline survey analysis, and with a proven record of delivering professional results.
2. Proven experience of working on themes of livelihood development, child labor or rural/community development projects.
3. Experience working in Cambodia and/or within the Region.
Duration: The duration of the consultancy service contract is around nine weeks, start from the end of January to April 14 or flexible to actual planning.
