Position: Project Manager Urban Discovery
Location: Phnom Penh
Closing Date: 26 Feb 2014
General Description:
Provide overall leadership and management to Urban Discovery Project in mobilization of coalition of stakeholders and other advocacy networks for addressing urban issues, and ensuring all operations of the project in compliance with WV and Urban Strategies, and TD, LEAP and Urban Program Initiatives frameworks; and to effective represent and model WV’s vision, mission, core values and identity to internal and external stakeholders and partners.

Requirements:
1. Have a bachelor degree or equivalent certificates in Psychology or Management.
2. Bachelor degree in law is preferred.
3. Associate degree or equivalent certificates in English is preferred.
4. Interpersonal and communication skills.
5. Social awareness.
6. Knowledge in researching and facilitation tools and skills
7. At least two years experience in project management and DME (budgeting).



Position: Operations Monitoring Officer
Location: Kandal Operations, Kandal Province.

General Description:
To provide technical support to Area Development Program (ADP) teams in their operational area in overall monitoring of the ADP Programs and Projects implementation against its designs and desired outcomes so that they contribute to achieve maximum impact on child well being outcomes.

Requirements:
1. Bachelor degree of development management, social science or related fields
2. Degree or training in monitoring & evaluation, or program/project planning, preferred
3. At least 1 year experience in program/project planning and/or design, monitoring, and evaluation
4. Demonstrated competency in implementing assessments/evaluations, including designing assessment/evaluation methodology, data collection and analysis tools, managing data collection in the field analyzing data
5. At least 1 year experience in community development and experience in delivering training
6. Excellent interpersonal communication skill, and ability to work closely and supportively
7. Good analytical/problem solving skills and details orientation
8. Proficiency in English (especially reading and writing)
9. Good in Computer skill (MS Words, Excel and Access), preferred



Position: Project officer for Government relations
Location: Phnom Penh

General Description:
• To ensure capacity building for UDP team to achieve qualitative assessment and design.
• To ensure UDP partnership through network and coalition to address urban poverty by responding to needs of the urban poor and children’s.
• To ensure documentation of all collected information to complete assessment report and design plan.

Requirements:
1. University degree in research.
2. Degree in sociology and urban development is preferred.
3. Have knowledge in qualitative research.
4. Be able to do report writing.
5. Being a facilitator and trainer.
6. Communication skill
7. Experienced in doing at least 2-3 researches, especially urban research, leading team work or writing research report.



Position: Senior Design Monitoring and Evaluation Officer
Location: Phnom Penh

General Description:
To provide technical (matrix) management to a team of Operations Monitoring Officers to ensure WVCs programmes establish robust baselines, undertake monitoring to a high standard in-line with WVCambodia’s national strategy that meets or exceeds WV DME standards. In addition the Senior DME Officer will fulfill an evidence meta-analysis function to ensure themes and trends from assessment, monitoring and evaluation from across the full national portfolio are identified and shared with senior leadership and other key stakeholders to inform decision making.

Requirements:
1. At least a Bachelors degree in development management or a related field.
2. At least 3 years’ experience in programme/project planning and/or design, monitoring, and evaluation.
3. High proficiency in English.
4. Excellent interpersonal communication skills.
5. Able to work independently, be flexible, and work under pressure.
6. Fully able to embrace organizational values and possess a high level of commitment towards the mission of WVC.



Position: Design Monitoring and Evaluation Officer

General Description
As a member of the WVC Evaluation Unit, lead the evaluation process for specific Area Development Programmes as part of the organizational annual evaluation plan. Build staff capacity to implement relevant DME processes to a consistently high standard. Proactively support the continuous improvement and refinement of DME processes within assigned ADPs.

Requirements:
1. A Bachelors degree in development management, social science or a related field.
2. At least 1 year of experience in programme/project planning and/or design, monitoring, and evaluation.
3. Previous experience in delivering training preferred.
4. Demonstrated competency in implementing assessments/evaluations, including:
- designing assessment/evaluation methodology, data collection and analysis tools,
- managing data collection in the field
- analysing quantitative and qualitative data
5. Strong presentation, facilitation and coordination skills.
6. Proficiency in English (especially reading and writing).
7. Able to work independently, be flexible, and work under pressure.
8. Fully able to embrace organizational values and possess a high level of commitment towards the mission of WVC.



Position: Strategic Planning Officer
Location: Phnom Penh
Closing Date: 27 Feb 2014
General Description
• Coordinate WV Cambodia’s routine strategy management processes to ensure effective implementation and alignment with WV’s regional and global priorities and standards. Processes include annual business planning, quarterly business plan monitoring, annual strategic reviews, and consolidation of progress reports.
• Provide project management of new strategic initiatives from design through to successful delivery against targets.
• Coordinate effective processes for communication and learning about strategy among staff in national, provincial and district offices

Requirements:
1. At least a Bachelors degree in a development-related field and/or management studies
2. At least 3 years’ experience in an operational role in a humanitarian relief or development context.
3. Excellent communications skills especially in English.
