Job Vacancy for CBC Chief Executive Officer

Reporting to this position: Chief of Operation, Head of Business Development,Chief Financial Officer, Head of HR, Head of IT
The Chief Executive Officer of the Cambodia Credit Bureau in partnership with the Board is responsible for the success of the credit bureau in terms of ongoing strategic direction, revenue growth, public relations and managing the many stakeholders who influence the success of the business. The Chief Executive Officer assures that the Cambodia Credit Bureau stays relevant to its customers, shareholders and to its diverse constituents & stakeholders.
The Board delegates responsibility for management and day-to-day operations to the CEO, and s/he has the authority to carry out these responsibilities, in accordance with the direction and policies established by the Board. The CEO provides direction and enabling to the Board as it carries out its governance functions.
1. Mission, policy and planning
a. Helps the Board determine CBC's values, mission, vision, and short- and long-term goals.
b. Helps the Board monitor and evaluate CBC's relevancy to the community, its effectiveness and its results.
c. Keeps the Board fully informed on the condition of CBC and on all the important factors influencing it.
d. Identifies problems and opportunities and addresses issues; brings those which are appropriate to the Board and/or its committees; and, facilitates discussion and deliberation.
e. Informs the Board and its committees about trends, issues, problems and activities in order to facilitate policy-making. Recommends policy positions.
2. Management and administration
a. Provides general oversight of all CBC activities, manages the day-to-day operations, and assures a smoothly functioning, efficient organization.
b. Assures program quality and organizational stability through development and Implementation of standards and controls, systems and procedures, and regular evaluation.
c. Assures a work environment that recruits, retains and supports quality staff. Assures a process for selecting, development, motivating, and evaluating staff.
d. Recommends staffing to the Board of Directors. In accordance with Board action, recruits personnel, negotiates professional contracts, and sees that appropriate salary structures are developed and maintained.
e. Specifies accountabilities for management personnel and evaluates performance regularly.
a. Helps the Board articulate its own role and accountabilities and that of its committees and individual members.
b. Works with the Board Chair to enable the Board to fulfill its governance functions and facilitates the optimum performance by the Board, its committees and individual Board members.
c. With the Board Chair, focuses Board attention on long-range strategic issues.
d. Manages the Board's due diligence process to assure timely attention to core issues.
e. Works with the Board officers and committee chairs to get the best thinking and involvement of each Board member and to stimulate each Board member to give his or her best.
4. Financial responsibilities
a. Oversees the fiscal activities of the organization including budgeting, monthly reporting and Capital Expenditure
b. Works with Board to ensure a strong balance sheet/ cash reserves to support short- and long-term goals.
c. Assures an effective strategic development program by serving as the Chief Development Officer and working with individuals within the bureau responsible for this activity.
5. Stakeholder relations
a. Facilitates the integration of the CBC into all stakeholders by using effective marketing and communications activities.
b. Acts as an advocate, within the public and private sectors, for issues relevant to CBC, its services and constituencies.
c. Listens to clients and other stakeholders in order to improve services offered by CBC.
d. Serves as chief spokesperson for CBC, assuring proper representation of CBC to the community and the general media, regulators, customers etc.
e. Initiates, develop, and maintain cooperative relationships with key constituencies.
f. Works with legislators, regulatory agencies to promote legislative and regulatory policies that encourage a healthy framework of credit reporting in Cambodia.
6. Legal compliance
a. In conjunction with the Chief Financial Officer assures the filing of all legal and regulatory documents and monitors compliance with relevant laws and regulations.
7. Interactions with Regulator
a. Shall assume responsibility for the management of the relationship with the National Bank of Cambodia (NBC) in its capacity as the regulator.
b. Shall assume responsibility for responding to enquiries from the regulator on behalf of the board.
c. Shall assume responsibility for ensuring the CBC's full compliance with the Prakas on Credit Reporting.
Qualifications & Experience
A Bachelor's Degree is required with a minimum of 5 years' experience in a senior management position General Manager or Director level of a well-regarded organization. Demonstrates critical competency in four broad categories:

This individual identifies relevant information and helps transform this information into individual and organizational knowledge and learning. The chief executive is action oriented and innovative. S/he translates broad goals into achievable steps. S/he anticipates and solves problems and takes advantage of opportunities, is a self-starter and team player.
b. Business savvy: As CBC's leader, this position requires an individual with knowledge of and experience in management and administration. The position requires demonstrated experience in integrating and coordinating diverse areas of management.
■ Knowledge in the following areas is required; Oral and written communications; planning and evaluation; and governance.
■ Experience from the finance sector would be preferred as would an understanding of credit risk and economics that are in play for an emerging economy such as Cambodia
■ A high level of personal skills is required to make formal, persuasive presentations to groups and to deal effectively with people from all segments of the community.
■ The individual must be comfortable with diversity and respectful of a wide range of faiths, beliefs and experiences.
c. Leading change: The CEO possesses the skills and implements the functions of a leader. S/he shares CBC's values, mission and vision. S/he consistently displays integrity, models behavior, develops people, and builds teams. This individual deals effectively with demanding situations and designs and implements interventions.
d. Motivating: The CEO manages continuity, change and transition. This individual knows how to influence and enable others. S/he addresses the impact of attitude and action on the CBC and its many stakeholders
e. Risk Management: The CEO will have a thorough understanding of Credit Bureau Risk management and will aid the CBC risk committee to develop and implement an appropriate risk mitigation strategy.
f. Bureau Development Skills & Experience: It is highly desirable (although not essential) that the CEO will have be able to demonstrate an established track record of Credit Bureau Development in an international environment. S/He will aid the board in developing the growth strategy for the bureau based upon this experience and supervise the management team in the delivery of the growth strategy for the CBC.
