Political Specialist

The U.S. Mission in Phnom Penh is seeking eligible and qualified applicants for the position of Political Specialist for the Political and Economic Office, Department of State.
The incumbent will be responsible primarily for monitoring Cambodia’s domestic politics – including political party developments, elections and electoral preparations, development of legislation, and government projects, roles, and initiatives – and Cambodia’s foreign relations in support of the Embassy’s Political Officers.  S/he will also assist the Embassy’s Political-Military officer in tracking political-military issues, including humanitarian mine action and defense reform.
The incumbent will report to a Political Officer.  S/he will have additional responsibility for maintaining biographies on key mission contacts, translating for the Pol/Econ Section, arranging schedules for visiting officials and helping prepare briefing papers, accompanying Pol/Econ Officers in the field, and handling administrative tasks. 
Salary: The annual salary range for this position is USD 21,913 – 33,964.
Required Qualifications
EDUCATION:  Master’s Degree in the field of Political Science, International Relations, International Political-Economy, Journalism, Law, Global Affairs, Public Policy, Public Administration, Business Administration, Economics, or Communications is required.
EXPERIENCE: Full Performance Level: Five years of experience working in government or non-government organizations with responsibilities for political analysis and reporting, interpretation or translation.  
Training Level: Three years of experience working in government or non-government organizations with responsibilities for political analysis and reporting, interpretation or translation.
LANGUAGE: Level IV (Fluent) Speaking/Reading/Writing of English and Khmer are required. (This will be tested.)
SKILLS AND ABILITIES: Ability to translate and interpret from English to Khmer and vice versa. Ability to effectively summarize large volumes of narrative by focusing on issues of relevance to the U.S. government. Ability to produce accurate and well-organized accounts of political issues.  Ability to conduct concise oral briefings on policy issues.  Ability to establish and maintain a broad range of contacts, and maintain a neutral and approachable style in dealing with all parties concerned.
JOB KNOWLEDGE: Must have a solid working knowledge of Cambodian government systems and structures. Must have an in-depth knowledge of current political and economic situation in Cambodia.
