Program Officer

The Asia Foundation is a nonprofit, nongovernmental organization committed to the development of a peaceful, prosperous, just, and open Asia-Pacific region. The Foundation supports Asian initiatives to improve governance and law, economic development, women’s empowerment, the environment, and regional cooperation. Drawing on nearly 60 years of experience in Asia, the Foundation collaborates with private and public partners to support leadership and institutional development, exchanges, and policy research.
The Asia Foundation’s Cambodia office is seeking an exceptional individual with the integrity and professionalism to lead a diverse project portfolio to achieve high level results towards Cambodia’s civic and economic development.  The Program Officer will communicate projects objectives to general public (rural and urban) through online and broadcast media and liaise with a diverse range of national and sub-national civil society organizations, government officials, and individuals in the private sector.  Successful candidates will be highly capable of self-learning, including new technologies, program strategies and approaches, and business practices.
The PO will oversee the following key functions: ♦ Project planning and reporting: ensure logical project monitoring and evaluation plan is maintained; maintain budget according to activity plan. ♦ Technical support: prepare, manage and monitor package of technical assistance to project partners. ♦ Research and analysis: provide field and desk support to research teams, providing analysis and insight, ideally using tools from social and computational sciences. ♦ Project representation: present project activities, findings and advice to a range of stakeholders in diverse settings; prepare and disseminate project objectives through online and broadcast media;  
Education Requirements: ♦ A bachelor’s degree in social science, data science, business administration, communications or another related degree. ♦ Rural and international experience preferred, including through field research, volunteer or paid work.
Other Requirements: ♦ Ability to conduct problem analysis at a program level, providing clear written and oral diagnosis and remedy. ♦ Ability to work independently and multi-task and meet deadlines. ♦ Must be able to travel domestically and internationally -- on an occasional basis. ♦ Demonstrated competence in working with international and local counterparts. ♦ Fluency in written and spoken English and Khmer. ♦ Excellent interpersonal skills. ♦ Ability to safeguard confidential information. ♦ Strong computer skills required, coding experience preferred.
