Oxfam has received funding from MacArthur foundation and Margaret A. Cargill foundation, to implement the People Protecting their Ecosystems in the Lower Mekong (PEM) project. To ensure that the project implementation meets all the requirements and complies with all the terms set out in the funding agreement, Oxfam seeks to engage an intermittent Project Advisor to provide management and technical support to PEM’s Project Manager. The ToR for Project Advisor is to be read in conjunction with Project Manager (PM)’s JD.
1. Provide day-to-day support to the PM on team management and delivery of PEM results for the period of November 2013 to February 2014. This task requires the PA to develop a clear plan and strategy as well as execution.
2. Provide on-the-job coaching and capacity building to the Project Manager and her team on 3 major areas: partnership development and grant making, capacitating partners, and team building and donor relations. The PA shall ensure that Project Manager obtains the capacity and necessary skills to deliver the tasks at hands effectively.
a. At least 15 years professional experience in international development with a focus on institutional development.
b. Practical experience in applying complex project management methodologies in natural resources management projects.
c. Demonstrated work experience at senior executive levels, organizational development and change management will be essential.
d. Expert knowledge in methods, strategies and theoretical foundations for monitoring and evaluation of development programs.
e. Experience in providing consulting, mentoring and coaching to senior management staff.
