The World Bank office in Cambodia is looking for dynamic, committed and capable individuals to work as Senior Private Sector Specialist for Trade & Competitiveness (T&C) Global Practice. The position will be based in Phnom Penh.  This is a locally- recruited position with a 2- year renewable term appointment with extensive opportunities for career development and advancement within a growing program.
Summary of Roles and Responsibilities: The primary role and responsibility of the candidate will be to work with the T&C team in Cambodia (as well as in other countries in East Asia as needs emerge) on on-going and new programs and projects related to SME development, investment climate reforms, agribusiness, investment policy and FDI linkages, skills development and trade policy and facilitation. The candidate is expected to work closely with clients from Cambodia’s public sector as well as private sector stakeholders to strengthen institutional capacity to undertake policy reforms and implement activities to promote competitiveness.
The senior private sector specialist is expected to deliver a mix of analytical and operational work. In particular, the candidate will: ♦ Lead or co-lead the design and implementation of analytical work on trade policy and competitiveness issues to inform the advice to the government. ♦ Translate findings of analytical work into clear policy messages and present them to the government and other relevant stakeholders. ♦ Lead advisory service project(s) or components of, as assigned. ♦ Provide program preparation and implementation support to government counterparts on T&C’s lending portfolio. ♦ Support in monitoring work progress and ensuring quality of deliverables. ♦ Support and engage in dialogue with government and private sector counterparts to advise strategies for promoting trade and competitiveness. ♦ Organize dialogue forums, workshops, and capacity building activities. ♦ Perform any additional ad-hoc responsibilities as assigned by the Manager.
Selection Criteria: ♦ Master degree in Economics, Public Policy, or MBA from internationally recognized universities; ♦ Minimum of 8 years working experience in international economics, policy research think-tank, management and financial consulting firm; ♦ Strong analytical and writing skills in business, finance and economics; ♦ Strong organization skills; familiarity with operational tasks (project management, monitoring, supervision) is desirable; ♦ Full proficiency in working with office computer software and familiarity with statistics software packages (such as STATA); ♦ Full proficiency in English speaking and writing, knowledge of Khmer language is desirable. ♦ Knowledge of the Cambodia economic and business context; ♦ Highly effective communication skills; able to persuasively communicate in English; demonstrated high quality of written and verbal communication skills; ♦ Previous experiences working with government or international organizations is a plus.
