Stakeholder Liaison Manager

The Cambodia Agricultural Value Chain Program (CAVAC) is a large agricultural development program supported by the Australian Government. It focuses on research, extension, irrigation, agribusiness and policy. CAVAC has the purpose of increasing the productivity and incomes of small farmers and trade in milled rice and other crops by strengthening market systems and investing in irrigation infrastructure. The program office is based in Phnom Penh. CAVAC is looking for a Stakeholder Liaison Manager to support Component 3 which looks at the introduction of suitable rice varieties for the export market, increasing the availability of quality seed of high genetic purity of selected varieties, creating a wider awareness amongst seed producers, farmers and mills – to build a more robust rice export value chain. Component 3 also supports the RGC to build capacity in the seed regulatory environment.
Roles and responsibilities > Work with the Component Manager to follow up on policy issues with the MAFF/ GDA focus on the functioning of Variety Release Committee and the Seed Management Unit. > Organise events that support to the development of the seed industry in Cambodia such as Rice Seed Industry Support Forum, dissemination workshop on new Prakas on seed. > Work with Cambodia Agriculture Research and Development Institute (CARDI) and seed companies to introduce new varieties that fit with export demands. > Facilitate interventions with seed companies to improve seed quality. > Facilitate with mechanisation companies to reduce seed rate to incentive farmers to buy seed more frequently. > Develop new interventions related to the competitiveness of rice export and seed systems
Selection Criteria > Degree in Agronomy, Agricultural Economics, Business Administration or related fields. > Minimum of three-year experience in working with the private sector (agriculture related) and public sector (preferably MAFF/GDA and/or Ministry of Commerce. > Demonstrated experience in capacity building > Demonstrated experience in partner coordination in implementation and monitoring of projects.Excellent verbal and written skills in English. > Teamwork skills. > Experience in seed production and/or farm machinery will be a plus.
