EMBASSY OF THE UNITED STATES OF AMERICA Supervisory Human Resources Assistant

The U.S. Mission in Phnom Penh is seeking eligible and qualified applicants for the position of Supervisory Human Resources Assistant for the Human Resources Office, Department of State.
The incumbent reports to the Human Resources Specialist and is responsible for the full range of Locally Employed (LE) Staff Human Resources programs:   recruitment, employment, awards, training, local internship and payroll and PSA-limited. The incumbent acts as post’s position classification advisor and as liaison between supervisors at post and the Regional Classification Center (RCC).   In addition, the incumbent also assists the supervisor and the HRO with compensation and benefits program for LE Staff. The incumbent supervises four HR LE Staff positions.
Salary: The annual salary range for this position is USD14,914 – 23,117 per annum.
Required Qualifications 1. EDUCATION: Bachelor’s degree in Business Administration or Human Resources Management is required.
2. EXPERIENCE: Full Performance Level: Three years of progressively responsible experience in human resources administration management and one year of supervisory experience is required.
Training Level: Three years of progressively responsible experience in human resources administration management is required.
3. LANGUAGE: Level IV (Fluent) Speaking/Reading/Writing of English and Khmer are required. (This will be tested.)
4. SKILLS AND ABILITIES: Must have strong interpersonal and organizational skills. Must have ability to identify priorities, work well under pressure, meet deadlines in a timely manner and work independently with minimal supervision. Must have strong computer skills, particularly in Microsoft Word and Excel. (This will be tested.)
5. JOB KNOWLEDGE: Must have good knowledge of local labor laws and regulations, prevailing practices, wage and benefits policies and local wage economics.
