Senior Manager: Research, Monitoring and Evaluation

Marie Stopes International (MSI) is a market-focused results oriented social business that uses modern management and marketing techniques to provide quality family planning and reproductive health services in over 40 countries world-wide.  Marie Stopes International Cambodia (MSIC) was established in 1998 and currently operates seven reproductive health clinics, outreach services in 18 provinces nationwide and distributes three social marketing products. MSIC is looking for passionate, talented and committed Cambodians to fill the role of Senior Manager Research, Monitoring and Evaluation based at MSIC’s Head Office in Phnom Penh, Cambodia.

Key Responsibilities:
As the Senior Research, Monitoring and Evaluation Manager you will be responsible for leading the Research and M&E efforts for MSIC’s entire country program. This includes developing and implementing the organizational M&E framework, developing M&E tools, and supporting quantitative and qualitative research that will contribute to MSIC’s evidence-base for program planning, donor reporting, and improvement of the program.

The key responsibilities are summarized as follows:
  • Lead in the design and implementation of MSIC’s program level M&E framework
  • Develop tools to collect data and produce regular high quality accurate reports
  • Assist project managers with the development of M&E and project plans using evidence based research
  • Design and implement improved electronic data collection systems for tracking and monitoring program and project data
  • Develop and lead the implementation of a research agenda in accordance with needs of MSIC clinical and program objectives
  • Develop research proposals work with research agencies to develop research proposals
  • Design and manage internal research, including: surveys, needs assessments, market research, consumer satisfaction and ensure of high quality standard.
  • Manage and train M&E officer and data entry personnel
  • Liaise with external contractors, partners and donors
Skills and Experience:
  • A Bachelor degree in social sciences, research, public health or other relevant filed, a post-graduate degree in a relevant field is desirable
  • At least 3-5 years experience in project monitoring, evaluation and reporting
  • Experience managing a small team of staff
  • Experience managing program budgets
  • Experience of data processing and analysis of quantitative and qualitative data sets, using databases, such as Advance Excel, Advance Access, and SPSS
  • Experience working in public health, particularly reproductive health is desirable
  • Excellent communication and interpersonal skills
  • A good level of spoken and written English, native Khmer speaker
  • Commitment to reproductive health in development and an individual’s right to control their own fertility
