The Council of Ministers on March 2 approved legislation aimed at regulating the
highly controversial foreign adoption of Cambodian children. The new adoption sub-decree
is designed to resolve loopholes and ambiguities that fed the growth of an adoption
industry in which babies were often obtained from impoverished parents for a price.
The practice led to the suspension of foreign adoptions in May 2000.
