Amnesty International's annual human rights report criticized the government for
failing to establish the rule of law. The report identified several human rights
problems including intimidation of political candidates in the lead-up to the commune
elections and long prison sentences for convicted Cambodian Freedom Fighters. It
also blamed the government for the collapse of the Khmer Rouge tribunal negotiations.
