The Phnom Penh Appeals Court ruled December 20 that human rights NGO Licadho be awarded temporary custody of ten babies and two children from Asian Orphans' Association. The children were originally taken from two AOA houses in the city during a raid September 3 on suspicion they were trafficked. The decision is effective immediately, and a Licadho spokesperson hoped the twelve would be handed back to the NGO January 3.
