The first arbitration council to resolve labor disputes was launched April 30. The
21-member council, which is supposed to act as an independent umpire, was chosen
by unions, the government and employers, with each choosing one-third of the members.
"The real challenge is not the establishment of the council as such, but making
it work independently, fairly and expediently," said an official from the International
Labour Organization.
