Prime Minister Hun Sen on Monday urged people to make emergency preparations for Ketsana, an approaching tropical storm that has already wreaked havoc in the Philippines. “Ketsana has made the water in the Mekong River rise. Subsequently, that can ruin some lowland areas,” he said. The storm is expected to hit northeast provinces today, with northwest provinces due to feel the effects on Wednesday.
