Revision to Prakas 138 on Petroleum Reserve dated April 28, 1998 (July 19, 2000)

The Prakas prescribes that every company permitted to conduct petroleum business

has a duty to hold regular reserves equivalent to one month's sale.

17, 2000)

Commercial registration fee is 260,000 riels for company and 75,000 riels for proprietorship

or business-person subject to profit tax.

Outcome of Negotiation with SGS in Preparation of Pre-Shipment Inspection Contract

(August 8, 2000)

The negotiation of the contract reached the final phase. The Ministry of Economy

and Finance sent the draft contract to the Office of Council of Ministers for a review

and opinion.

JUDICIARY

Torture of Offenders (July 31, 2000)

The Municipality requested Phnom Penh Police Commissioner, Military Police Commander,

and all Khan governors to educate the citizens that mob killing is prohibited by

law. Offenders arrested must be sent to the court of law.

Announcement: With a few revisions, additions, and omissions the Council

of Ministers adopted the Draft Land Law.

Promulgation of Law on Management of Quality and Safety of Products and Services

(June 21, 2000)

The Law prescribes the consumers' rights and economic operators' obligations including

quality labeling and penalties for selling unsafe products.

TRANSPORTATION

Instruction: (Kampong Speu) Measures to Prevent Traffic Accidents (June 20,

2000)

Provincial office of public works shall closely cooperate with provincial police

and military police to manage all types of vehicles operating in the province by

inspecting the technical aspects, qualification of the drivers, business licenses,

etc.

Announcement: Strengthening the Security at Localities (August 16, 2000)

The Announcement was addressed to chairmen of all Khan Commanding Units. The Municipality

Commanding Unit observed that most of the offences committed recently are by known

suspects. Therefore, the Municipality would like the chairmen to immediately arrest

all suspects whom the courts issued the warrant for their arrests.

CIVIL AVIATION

Agreement on Air Transportation Between The Socialist Republic of Vietnam and The

Royal Kingdom of Cambodia (April 19, 1996)

The Agreement stipulates the definition of important key terms used and sets out

technical aspects of the agreement.

CULTURE 2000

Decision 407 on Creation of a Committee for Inspection and Suppression of Obscene

Movie and Video Businesses (August 11, 2000)

The Committee has duties to: study Subdecrees, Circulars, and other Regulations relevant

to movies and videos and propose measures for implementation during each phase; monitor

and strengthen the measures to suppress the anarchic movie, video, and karaoke businesses.

Announcement: Reminder to Inactive Investment Companies (August 10, 2000)

The Council for the Development of Cambodia reminded that the 68 inactive companies

on the list are allowed 15 days from the date of this Announcement to give reasons

at the CDC office for failure to implement the projects.

Decision: Creation of a Committee for Organizing a Fair and Artistic Object Sales

Place (August 10, 2000)

The Committee has duties to: determine the sections for market and parking lots in

front of the Royal Palace between Chaktomuk Theater to Kumlung Statue every Sunday;

organize the areas for the sale of artistic objects from Street 19 to Sothearos Blvd

on Street 178 and between Street 178 and Kumlung Statue on Sothearos Blvd.; and provide

safety, order, and sanitation.

Decision: Valuation of Base for Tax on Unused Land by Land Appraisal and Valuation

The Decision states that unused lands in the Kingdom of Cambodia are subject to

unused land tax.

Circular: Implementation of Subdecree 08 on Issuance of Land Vehicle Registration

(February 24, 2000)

The Circular prescribes the competent authorities that issue vehicle registrations,

duties of the car shop owners and buyers, types and relevant documents, tax receipts,

vignette, vehicles with abnormal serial number etched, temporary license plate, expiration

date, receipts, and recording in the master lists.

Draft Law on Commercial Enterprises (July 2000)

The Draft Law consists of 301 Articles relating to the setting up and running of

of incorporation.
