The Japanese government has pledged $20.5 million, mainly for flood protection and

drainage in Phnom Penh. An embassy press release cited the dilapidated condition

of the drainage facilities in Phnom Penh as a cause of regular flooding, and said

the money would be used to improve various drainage systems around the city. The

second project will help develop human resources with scholarships for young Cambodians

looking to study masters degrees in development courses.
