Koh Kong Provincial Court yesterday charged a 38-year-old man with the rape of his underage step-daughter and sent him to provincial prison for pretrial detention. Phoeun Sarum was accused of raping his step-daughter in October and again last week prior to his arrest on Sunday following a complaint by the victim’s mother, according to Chhin Chamroeun, provincial monitor for local rights group ADHOC.
