Tlans to negotiate the return of around 400 Montagnard refugees to Vietnam failed
after Hanoi refused the UNHCR permission to access the Central Highlands - the area
the refugees fled earlier this year - to monitor their return. The refugees are under
the protection of the UNHCR in north-east Cambodia.
