Phnom Penh authorities are refusing to issue more licenses for factories to set

up in the city in a bid to curb pollution.

Deputy Governor Chea Sophara

said the factories discharge smoke and release untreated waste into the

river.

He wanted new factories to be set up outside the city limits in

industrial parks with built in safeguard against pollution.
