Several motorbike vendors in Phnom Penh complained yesterday that police had extorted them by imposing hefty fines for violations of impossibly tight parking restrictions near their shops.
One man, Va Huot, said police had seized motorbikes at his shop on two occasions this year, demanding in excess of $US450.
