WASHGTON (AP) - President Clinton's administration is considering ending U.S.

opposition to loans to Vietnam by theInternational Monetary Fund and others, Secretary

of State Warren Christopher said.

"It's under intensive review, and hopefully we will be having a decision on

that in the near future," Christopher told a June 22 news briefing.
