United Nations Secretary-General Kofi Annan named Kenyan attorney Yash Ghai as UN
Special Representative for Human Rights in Cambodia on November 1, following the
resignation of Peter Leuprecht.
Leuprecht, an Austrian national who teaches law at McGill University in Canada, has
held the post since 2001.
Ghai, a professor of public law at the University of Hong Kong, becomes the fourth
special representative appointed to Cambodia.
Leuprecht became the focus of government criticism in April when he told the UN Human
Rights Commission in Geneva that "I have little good news to report" from
Cambodia.
