A bomb exploded outside the Vietnamese Embassy in Phnom Penh on the evening of

April 13, injuring a policeman. No one has claimed responsibility for the homemade

TNT device, but media reports attributed it to groups as disparate as street children

to the Cambodian Freedom Fighters, who have denied responsibility. Monseaksakar Khmer

took the prize for fanciful speculation describing the incident as "a Vietnamese

trick to create turmoil on Khmer New Year day". An April 16 grenade explosion

in a Kampot gambling den killed two and injured 26.
