Cambodia's political turmoil has been cited as an example of how poor
governance affects the ability to maintain law and order and contributes to poverty
according to the ADB.
Its annual publication, the Asian Development Outlook, said a leading contributor
to Asia's poverty is poor governance manifested in corruption, political instability,
violence, absence of the rule of law and ineffective government. The bank pointed
to Afghanistan and Cambodia as countries which have suffered such political turmoil.
