Peter Leuprecht, the UN special representative for human rights, expressed outrage following the acquittal on August 30 of five prison guards who were on trial for torturing prisoners. He condemned the verdict as "another failure" of the country's weak judiciary. The alleged offenses were committed in 1999, but the court found all five innocent despite what the UN called "compelling evidence".
