JAKARTA (AP) - A government council has proposed an "Indonesian-style"
declaration of human rights and a law to enforce it.
Indonesia, frequently criticized by Western nations over its human rights record,
acknowledges the universality of rights but maintains that observance should be in
line with local values and conditions. It has criticized the Western concept as overemphasizing
the rights of individuals.
