An agreement to repatriate 1,000 Vietnamese refugees was signed January 21

between the government, Vietnam and UNHCR. The agreement was immediately

attacked by diplomats and human rights groups for omitting any reference to

"voluntary repatriation". The refugees, ethnic minority hilltribe people, fled

Vietnam after an uprising one year ago in that country's Central Highlands.
