Former KR Prime Minister Khieu Samphan wrote an open letter dated August 16 in which
he denied all involvement of atrocities committed during the Pol Pot regime.
"I had no rights at all to order anyone to kill anyone or arrest anyone"
he wrote. In response, Prime Minister Hun Sen dismissed the letter as "laughable".
