The Mekong River Commission (MRC) challenged the widely held assumption that over-fishing
is responsible for the apparent decline in Mekong fish stocks. The MRC said small
local fisheries were "not the villain but perhaps the most important ally in
the quest for sustaining aquatic biodiversity." The MRC's report noted that
pollution, dams and other environmental changes were the main causes for concern.
