Teachers appeal

Cambodian teachers addressed an open letter dated June 7 to donors at the June 11-13 CG meeting requesting that government salaries be put high on the agenda. The letter stated that current wage levels forced civil servants to "...rob the people and the rule of law is replaced by the rule of corruption under which soldiers turn into bandits, policemen turn into thieves... keeping the country poor."
