THE coast guard is still looking for the body of a university student who drowned while celebrating his birthday with friends on Monday in Sihanoukville town. Chi Kuong, vice-director of the tourism police office, said the victim, 20-year-old Seng Leang Chhay, a design major at Phnom Penh’s SITEC University, had been wading in the ocean with friends when he went missing.
